The Chairman welcomed everyone to the meeting.

DECLARATIONS OF INTEREST

Cllr Mr S Bluff declared an interest in the Shipton Allotment Society.

MINUTES OF THE PREVIOUS MEETING

The Chairman then signed the October minutes as a true record. Matters arising from those minutes:

PLAYING FIELD LANDSCAPING – The Clerk reported that Lightsource have not yet paid in the £5,000.

HORTICULTURAL SHED – Mr D Sperry reported that Garden Club have received an initial quote of £20,000 for a 20ft by 20ft block built shed, further options are being explored.

Mr D Sperry reported that he has enquired about the suitability of the Camera system and will liaise with Cllr Mr S Bluff

CERT GRANT – The ISO Container has been ordered. Cllr Mr S Bluff stated that he has met on site with Cllr T Bowden regarding the groundworks needed. Cllr Mr S Bluff stated that the ISO container will sit on sleepers this will help with the problem of rust in the future.

OAP’S CHRISTMAS LUNCH – CHANGE OF DATE - The Chairman confirmed that the OAP’s Christmas Lunch will now take place on the Saturday 3rd December 2016. The Village Centre has been booked and the lunch will be served at approximately 4pm. Mrs R Flowers has been instrumental in getting a list of those who wish to attend.

 

 

 

 

VILLAGE CENTRE.

Mr D Sperry reported that the recent ‘Hog the Limelight’ was an excellent evening, it was a shame that only 39 people attended.

The Shipton Rams Adult football team have folded. As a result the work on testing the showers for legionnaires has been scaled down to a risk assessment.

Mr D Sperry reported that this would be the last meeting he attended as Chairman of the Village Centre as he stands down at the end of November. Mr Andrew Sullivan will be taking over for the next six months until the AGM next year.

The Chairman thanked Mr D Sperry for all that he has done during his time as Chairman of the Village Centre, he has made an outstanding contribution to the success of the Village Centre. All agreed.

There were no new planning applications to report.

COUNTY COUNCILLOR MRS Z BROOKS

Cllr Mrs Z Brooks has confirmed by email that she has raised the issue of the Blocked drains in Parkhouse and Bulford Roads with Tim Lawton at HCC Highways. Work will be undertaken to clear them.

LENGTHSMAN

The Clerk reported that Shipton Bellinger have been included in a new cluster set up for the HCC Lengthsman Scheme. An application for funding has been submitted to HCC and if successful the Lengthsman will start in April 2017. The Clerk explained that each parish will get a budget of £1000 worth of man hours for the Lengthsman, a request for works to be undertaken will be submitted each month by the Clerk.

 

 

 

 

The Clerk gave the Parish Councillors a list of the jobs that can be undertaken by the Lengthsman, it was noted that 20% of the man hours must be spent on Footpaths and Rights of Way. The Parish Council thought this excellent news.

COUNCILLORS REPORTS.

CLLR MRS S TURNER – Reported that the Finger Post on the A338 has not yet been replace and the broken Village Gate has still not been repaired. Both issues have been reported to HCC.

Cllr Mrs S Turner reported that sad death of Cannon Ian Tomlinson on the 31st October 2016. The Parish Council will send a sympathy card to his family.

Cllr Mrs S Turner reported that the continuation of Footpath 15 over the border into Wiltshire is now blocked by the Cycle Track. This will be reported to Tidworth Town Council.

CLLR MR I COLE – Reported that there is a very large deep pot hole between the A303 Slip Road and the village. This has been reported to Highways and it was noted that white lines have been painted around the pothole over the last few days.

CLLR MR D DAVIES – Briefly spoke about the Boundary Commission Review of the Hampshire County Council.

The Boundary Commission are undertaking a review of the North-West Hampshire constituency. The current proposals are to mover Anna, Amport and Penton Bellinger Wards into North East Hampshire.

Cllr Mr D Davies reported that he had received an email from Cllr Mr P Lashbrook regarding preparations for the winter and grants that are available for groundworks to help reduce flooding. This might be a source of revenue to get the low lying banks of the River Bourne repaired. Cllr Mr S Bluff asked the Chairman to forward the email to him and he will look into the matter.

MEMBERS OF THE PUBLIC

Mrs W Sperry reported that the culverts leading from the High Street into the River bed have got quite wide and low and asked if it is planned to clear them again this year as she felt that they should not get any bigger.

Cllr Mr S Bluff stated that Brian Pearce are contractor has been asked to liaise with him before doing anything to the culverts in the High Street, he intends to have a site meeting with Mr Pearce and if needed reducing the size of some of the culverts.

Mrs W Sperry reported that she has noticed some fly tipping in the hedge on Bulford Road, she thought it was some length of plastic pipe and that she will take a look.
