Minutes of the Shipton Bellinger Parish Council meeting held on Monday 3rd October 2016 in the Church Meeting Rooms, High Street, Shipton Bellinger at 7.30pm.

The Chairman welcomed everyone to the meeting.


Cllr Mr S Bluff declared an interest in the Shipton Allotment Society.


Mr D Sperry stated that there was an error in the Village Centre report and that it should read:

“Mr D Sperry reported that the new Village Centre Management Committee held their first meeting on the 11th July, apart from one person everyone attended and the Trustees confirmed their trustee status”.

The Chairman then signed the July and September minutes as a true record. Matters arising from those minutes:

PLAYING FIELD LANDSCAPING – It was agreed that once the Parish Council receive the £5000 from Lightsource the landscaping of the Playing Field will start.

HORTICULTURAL SHED – The Clerk confirmed that the Planning Permission will be required to site the Horticultural Shed on the Playing Field. The parish Council will apply for planning permission but will need details on the proposed new shed. It was suggested that the Clerk contacts Alan Telfer, Chairman of the Gardening Club.

CERT GRANT – Once the ISO Container has been purchased the Parish Council can start buying the equipment agreed in the grant offer from SSE.

Cllr Mr S Bluff confirmed that he has been quoted £1,400 for a new ISO container and that he will place the order.






The Chairman spoke about putting electricity and CCTV up to the ISO containers and the horticultural shed, all the cabling could be put in when the generators to power the Village Centre are installed. The Parish Council thought this a good idea.

Mr D Sperry confirmed that additional cameras can be added to the Village Centre CCTC System.

OAP’S CHRISTMAS LUNCH – The Chairman confirmed that the OAP’s Christmas Lunch will take place on the Sunday 4th December 2016. The Village Centre has been booked and the lunch will be served at approximately 4pm. All the Village organisations will be contacted to advertise the event.


Mr D Sperry reminded everyone that ‘Hog the Limelight’ are putting on Old Herbaceous on the 22nd October in the Village Centre. The Village Centre Fire Risk Assessment Team are continuing with their task.


After a shaky start the Mobile Post Office has finally come to the village. It was reported that the Post Master has changed the time from a 9am start to 9.30am.

Post Office Ltd have been contacted as they stated that the start time would be 9am and this has been well publicised. Post Office Ltd are looking into the change of time.

The opening hours and times the Mobile Post Office will be monitored and any deviation will be reported to Post Office Ltd. It is important that Shipton Bellinger retain their Post Office Service.

Cllr Mrs Z Brooks reported that Charlton Post Office is to extend their opening hours and will be open until 9pm 5 days a week.

Cllr Mrs Z Brooks had no news to report on HCC Devolution and reported that the Andover re-cycling Centre are reducing their opening hours and will now be making a charge to small businesses using the facility. The Parish Council felt this will increase fly-tipping.

Cllr Mrs Z Brooks reported that the Hampshire Police are to introduce drones to help combat theft in the rural areas. The project will be known as ‘Operation Buzzard’.


CLLR MR T BOWDEN – Reported that the BMX fencing has been cut again in the area adjacent to the gate. This was noted and a repair will be undertaken.




Cllr Mr T Bowden reported that the Shipton Rams for some reason have marked two white lines in the area of the Zip Wire. Mr D Sperry said he would talk to the Shipton Rams.

CLLR MR M BLADEN – Reported that one of the repaired pot holes is breaking up and that he will report it to Highways.

CLLR MR P STINTON – Reported that the only Play Group in the village have lost their funding and their future is uncertain. There is a need for the Play Group as many families only have one car and often families are confined to the village due to the spasmodic bus service. Cllr Mr P Stinton wondered if the Parish Council would be able to help with funding.

Mr D Sperry reported that he believed the Play Group had funding until January 2017 and have booked the Village Centre. The Chairman suggested that the situation is monitored.

Cllr Mr P Stinton reported that there has been major ground works at the Barn and wondered if this has been done for more ISO container storage.


Mrs C Estlick reported that there are at least three road drains that are blocked in Parkhouse Road. This will be reported to Highways to add to the blocked road drains in Bulford Road. Cllr Mrs Z Brooks took note and will also report this to Highways.
