Minutes of the Shipton Bellinger Parish Council meeting held on Monday 4th April 2016 in the Church Meeting Rooms, High Street, Shipton Bellinger at 7.30pm.

PARISH COUNCIL VACANCIES

The Parish Council have 4 vacancies.

MINUTES OF THE PREVIOUS MEETING

The Chairman signed the minutes of the previous meeting as a true record. Matters arising from those minutes:

FENCING AND GATE – As no decision has been made on the ISO container it was agreed that the Parish Council will meet on site at 7pm prior to the June meeting to make a decision on the way forward. Leaving a space for the possible siting of the Horticultural Shed will also be looked at.

PLAY COURTS – The Play Courts have been cleaned. The removal of the grime has revealed quite a lot of top surface damage, the play lines are all in tact but the top green layer is patchy. The Clerk will get a quote from Courtstall, who installed the play courts, for a new top surface.

VILLAGE CENTRE

Mr D Sperry reported that the last ‘Hogg the Limelight’ was very good although only 34 attended from the village. A new booking clerk for the Village Centre will start mid-April and hopefully a new Chairman will be found for the AGM in May.

PLANNING

16/00621/AGNN – Agricultural notification to erect general purpose agricultural

PARISH COUNCILLORS REPORTS

CLLR MR T BOWDEN – Reported that the tarmac on Park House Road past the school is cracking. This will be reported to Highways.

Cllr T Bowden reported that bolts have been removed from the BMX fencing and that he will replace them with tamper proof nuts and bolts.

Cllr Mr T Bowden informed the parish Council that he has been the victim of theft, someone has taken his spring bulbs from his land in Bourne Lane.

CLLR MR P STINTON – Reported that a resident has spoken to him about a missing Threadgill Way Sign. The sign used to be under the Muscot Close Sign at the junction with Parkhouse Road. When the sign was knocked over and damaged by the School Bus it was replaced, minus the Threadgill Way Sign. The Clerk stated that this was reported to TVBC some time ago and that he would contact them again.

CLLR MR D DAVIES – Reported that he has been contacted by the owner of the land at the top of Manor Close re an incident of Fly Tipping of top soil. This is a matter for TVBC and the land owner will be directed in this direction.

CLLR MRS S TURNER – Reported that there has been incident of fly tipping on the Old Coach Road between Shipton Bellinger and Kimpton. This will be reported to TVBC.

Cllr Mrs S Turner reported that there is a branch overhanging footpath 5 and that she will cut this down.

Cllr Mrs S Turner raised the issue of the Queen’s Birthday Celebrations. This was discussed at length. The Shipton Churches are holding an Afternoon Tea Party for the village on the 12th June in the Village Centre and the Field. It was agreed that Cllr Mrs S Turner will speak to the Church to see if the Parish Council can help with funding the event and report back at the next meeting.

MEMBERS OF THE PUBLIC

Mrs C Estlick reported that one of the highways signs at the junction of Watery Lane and the A338 has been knocked over. The Clerk has reported this to Highways.

Mr D Sperry reported that he picked up ½ of a broken domestic mirror that had been fly tipped in the field adjacent to Watery Lane
