Minutes of the Shipton Bellinger Parish Council Meeting held on Monday 1st December 2014 in the Main Hall, Village Centre at 7.30pm.

WELCOME - The Chairman welcomed everyone to the meeting.


Cllr Mr T Bowden declared an interest in the Village Centre


The Chairman signed the minutes of the previous meeting as a true record. Matters arising

from those minutes :-

PLAY AREA - The Chairman reported that Hags SMP will be back on site on the 8th December 2014 to repair the Zip Wire and carry out the snagging list.

Cllr Mr P Stinton reported that he is still chasing the MOD to see if he can get some soil to fill in the area dug out for the cricket nets.

RUBBISH - The Clerk reported that a contract was signed and the 1100 litre eurobin is now on site. Mr D Sperry has confirmed that the new litter collector started on the 1st December 2014.

HIGHWAYS - The Chairman reported that she had contacted Richard Bastow, the new HCC Highways Manager for this area, but as the issues are still outstanding has now sent an email to Paul Walsh for an update but had not received a reply as yet. Cllr Mrs P West explained the re-shuffle at HCC Highways.

STREET LIGHTS - The Clerk reported the street light on the A338 has been repaired and is working. There is a fault with the one on the Village Green and this should be sorted out when they come to do the few units that still need replacing.

FOOTPATH 8 - Peter Watson from Rights of Way has confirmed that due to administration changes and budget cuts he has had to pass the job of reinstating the kissing gate and repair to the stile to the HCC Estates department who own the field. The Chairman stated that this was not good enough and will be writing to Sean Woodward, Executive Member of HCC.


PLP- Cllr Mr S Bluff unfortunately could not attend this meeting so there was no up-date on flooding.

Cllr Mr T Bowden reported that he has asked Nelly for a quote to repair the river bank collapse at Red Villas.


Cllr Mr M Bladen reported that the following issues had been discussed at the recent Village Centre Management Committee meeting :-

The Main Hall has now been decorated.

A remote control screen has been installed.

Wi-Fi provision is being looked into

The work needed to conform to the Fire Safety Regulations could cost in the region of £10,000.

Andrew Sullivan has obtained quotes for a path from ‘Sams’ car park to the track - the cost will be between £1850 - £2100.

The Youth Shelter is in need of repair - quotes will be obtained.

The Parish Council discussed the issue of the path from ‘Sams’ car park, which is owned by Aster. The majority of the Parish Council felt that it was an un-necessary expense, there is a pavement from the car park to the Village Centre, users will (as they have for years) have to walk around if they do not want to get their feet wet by walking over the grass. The Parish Council will not be contributing to the cost if the Village Centre decide to proceed.

PLANNING. There were no planning applications to discuss.


Cllr Mrs P West spoke about the changes to the HCC Highways Team. Cllr Mrs P West reported that HCC have new Gritters with GPS and HCC have high reserves of salt for the roads if we have a bad winter.

Cllr Mrs P West reported that Shipton Bellinger has been recognised for having good practice in regard to flooding and is being used as a model for other parishes to follow. HCC are making tremendous cuts across the board and are discussing their 2015/2016 Budget. It is hoped that there will be a freeze on the Council Tax with no increase.


CLLR MR P STINTON - Reported that there had been no further issues with cars parking opposite the entrance to Watery Lane. There had however been further incidents of fly tipping up the track from Parkhouse Road. The Muscott Road sign has been knocked over by the School Bus - this has been reported to TVBC.

Cllr Mr P Stinton has raised the issue of a footpath from Shipton Bellinger to Tidworth along the side of the A338 and had previously been in with Cllr Mr P Lashbrook and Tidworth Town Council. As no further response had been received and bearing in mind the new proposed right hand filter lane into Watery Lane he has now contacted Sean Woodward at HCC to see if the footpath could be incorporated into these works.

The proposed changes to the junction at Watery Lane and the need for some of the signs were discussed.

CLLR MRS S TURNER - Asked if there was any news on the up-grade of Footpath 1? The Chairman re-capped the project and has tried on several occasions to contact Godfrey Tierney but has been unsuccessful.

CLLR MR M BLADEN - Reported that the tennis nets have been taken down and will be stored for the winter. The pavement from Bulford Road to the school is quite slippery with the leaves that have fallen, the council no longer come and clear the pavements and he wondered what could be done. Cllr Mrs P West suggested contacting the Probation Office to see if young offenders could come and clear the leaves. This was noted.

CLLR MISS A REYNOLDS - Spoke about footpath 5 and continuing the refurbishment to the garages at Hedges Close. Some work to scrape off the mud on footpath 5 by the bend to the school - this is a job for the spring.

The Parish Council discussed the precept. It was agreed that the Village Centre will be given a grant of £5,000 and that the Precept will remain the same at £22,000 for the 2015/2016 Financial Year.


Mrs C Estlick reported that all the ditches and drains in Bulford Road from the Village Centre to the High Street junction are blocked and need clearing. Many of the Gullies on the A338 also need digging out as large puddles are forming every time it rains. With the exception of the drains the other issues have already been reported and are part of the outstanding problems in hand with HCC. The drains will be reported.

Cllr Mr T Bowden reported that he has looked at the road drains and feels that the pipes need clearing as they are full of silt. This was discussed and it was decided that Brian Pearce will be asked to dig out the ditches along the Playing Field and Highways will again be contacted re clearing the drains and gullies.
