Minutes of the Shipton Bellinger Parish Council Meeting held on Monday 2nd June 2014 in the Fletcher Room, Village Centre at 7.30pm.

WELCOME - The Chairman welcomed everyone to the meeting.


There were no Declarations of Interest recorded.


The Chairman signed the minutes of the April meeting and the May AGM as a true record. Matters arising from those minutes :-

POST OFFICE - The Chairman reported that a representative from the Hampshire County Council Rural Communities Team has had a meeting with the shop keepers and the Landlord to see if there was a way forward. It transpires that the problem seems to be one of coming to an agreement and all sides seem to be at stalemate. HCC do not feel that they can help in this instant as advice on how to help run the business is not the issue.

The Chairman reported that on further investigation the suggestion that the Clerk be trained to be the Post Master is not as simple as first thought. The Post Office would require a Business Plan to be submitted on how the Post Office would be run, so it was felt that this wan a non starter. The Post Office are now looking at bringing in an outreach branch and will be looking at suitable premises in the village. The Post office will keep the Parish Council informed of its progress.

SPEED LIMITS - The Chairman was pleased to report that the changes to the speed limits on the A338 including the new “Village Gateways” and village signs have been completed.

PLAY AREA - The Chairman had no new news to report.

SCHOOL HEDGE - The hedge has not yet been cut back to allow the school warning sign to be visible. The Chairman will chase Highways.

HIGHWAYS - There has been no further news from Mr Ray Alborough on the plans for a proposed right hand lane on the A338 to turn into Watery Lane.

STREET LIGHTS - There are still a few units that need replacing to be completed the job.


OVERGROWN TREE - The tree has now lying across the footpath, this has been reported to Keith Thompson at Highways. Keith has contacted the Chairman to inform her that the matter is in hand.

CAR TRANSPORTERS - The Chairman stated that she suggested to the residents of Salisbury Road who have problems with the car transporters delivering vehicles to Hertz, individually write to complain to Hertz.

PROPOSALS FOR A SOLAR FARM IN SNODDINGTON LANE - The Chairman stated that the Parish Council can not make comment until a planning application is put before them. The Chairman also stated that she has received many emails from residents in Snoddington Lane and Thruxton Down who are against the proposed Solar Farm.


Mr D Sperry reported that the Village Centre had their AGM the week after the Parish Council AGM. Three events have been booked from ‘Hog the Lime Light’. The first is on the 24th October 2014; a play about World War One. The two other events are music and will be held in the new year.

The Parish Council had NO OBJECTIONS to this planning application.

14/01094/FULLN - Two storey side extension to provide WC, open plan kitchen and dinning

area on the ground floor, and rear orangery, and master bedroom with

en-suite on the first floor - 4 Holly Villas, Salisbury Road.

The Parish Council had NO OBJECTIONS to this planning application.


Cllr Mrs P West reported that Hampshire County Council have been given additional funding from Government to repair the pot holes on the Hampshire Roads. Business is as usual at HCC. Cllr Mrs P West reported that she has her new devolved budget and if the Parish Council have any projects to get their applications in. Cllr Mrs P West spoke about flooding and suggested that Cllr Mr S Bluff contacted Ian Holt the HCC Emergency Planning Officer.

CLLR MR S BLUFF - Reported that the hedge by the allotments is growing out over Footpath 5 - it was noted that this is the responsibility of the land owner to cut back the hedge. The cow parsley growing along footpath 5 has been cut back.

Cllr Mr S Bluff reported that there has been a builders van parked on the yellow lines by the school all week, it is thought that they are carrying out building works at the Old School House.

CLLR MR M BLADEN - Reported that that with the help of the clerk the cricket nets were taken down and the frame moved to the bottom corner of the Play Courts. New basketball nets have been put up and the new tennis net. A new back board for the basket ball post is required. The Clerk is sourcing a replacement part.

Cllr Mr M Bladen reported that the white Give Way line at the junction of watery Lane and Bulford Road has been washed away during the flooding. There have been a few near misses at this junction. This will be reported to Highways.

CLLR MR D DAVIES - Reported that the hedge belonging to 8 Bursledon Terrace has overgrown footpath 5 and needs cutting back. Cllr Mr D Davies reported that some of the pot holes in Watery Lane have been repaired.

CLLR MRS S TURNER - Asked Cllr Mr S Bluff if there were any new Neighbourhood Watch signs available. Cllr Mr S Bluff stated that he had no new signs and that Cllr Mr P Lashbrook is trying to source some for the village.

Cllr Mrs S Turner reported that the Pub ‘Sunday Lunch’ board was on the village green for over a week. Cllr Mr D Davies reported that he has spoken to the pub and the sign has been removed.

CLLR MR T BOWDEN - has asked that a letter be sent to the Fete Committee thanking them for the £500 given towards the Play Area. The Clerk has this in hand.


Mr D Stubbs reported that part of the concrete pavement in Hedges Close is breaking up. He has reported this several times to Highways and nothing has been done. The Chairman stated that this pavement has been pointed out to Highways at several site meetings and that she will mention it again to Keith Thompson.

Mrs C Estlick reported that the one remaining tree on the green by the Bus Shelter on the High Street has grown and is now touching the house. This was noted.

Mrs C Estlick also spoke about the very tall pine tree on the junction of the High Street and Bulford Road. If this tree were to fall it would take out the power lines. Does this belong to Highways or the Old Vicarage? The Parish Council will investigate.

Mr D Sperry reported that a blockage at the Village Centre turned out to be a major problem with the sewers resulting in Southern Water getting Dyno Rod out to clear the blockage. Dyno Rod had to try 6 fire hydrants before they found one that worked.

This was discussed at length and it was agreed that the issue of fire hydrants would be investigated - who is responsible, their positioning and if they were tested.

Cllr Mrs P West suggested that the Clerk contact Hampshire Fire and Rescue at Eastleigh.
