Minutes of the Shipton Bellinger Parish Council Meeting held on the 6th December 2010 in the Fletcher Room, Village Centre at 7.30pm.

Cllr Mr D Davies reported that at the last Village Centre Management Meeting Mr John Edmonds joined the committee as the representative for the Shipton Rams Football Team.

The Village Centre CCTV has been serviced and new wider angled lenses fitted to the cameras. Shipton Rams intend to purchase new goal posts for the Playing Field and it is planned to have an ISO Container on the field for storing sports equipment, a site survey has been carried out at a cost of 300.

The Village Centre Budget for 2011/2012 was discussed, it was agreed that a grant of 5,500 would be applied for from the Parish Council. Cllr Mr Davies will report on the Village centre budget in greater detail when the Parish Council discuss the precept in a closed meeting.

The next Village Centre Management Committee meeting will be held on the 17th January 2011.

Cllr Mrs S Turner suggested that a Cycle Rack would be a welcomed addition to the Village Centre as there is nowhere for cyclists to secure their bicycles. Cllr Mr Davies will relay this suggestion at the meeting on the 17th January.


The Chairman signed the minutes of the previous meeting as a true record. Matters arising from those minutes :-

PARKING ON BULFORD ROAD OPPOSITE THE WATERY LANE JUNCTION - The Chairman reported that on investigation the rules on parking opposite a junction are not clear. The Parish Council will await conformation from the Police on this issue.

CAR IN FIELD - The Chairman reported that she had contacted Mrs G Naish regarding the car parked in her paddock. The Car has broken down and belongs to her son, it will be parked up while he decides what he wants to do with it.

GRIT BINS - The Chairman reported that 5 grit bins have been installed in the village :-

The grit bins have been sited at the top of Bulford Road, at the School, outside the Shop, at the Goodwins Close junction and one at the top of Parkhouse Road. A request has been made to move the one at the top of Parkhouse Road to a position in the High Street.

The partnership between the Parish Councils and Hampshire County Council that had been suggested and has been discussed for months has not materialised. Therefore the issue of Liability for the Parish Councils is now not an issue. The grit bins have been installed and filled, they are not locked and are clearly marked with the Hampshire County Council logo. They are there for anyone to use.

Cllr Mr M Bladen felt that Hampshire County Council have done a good job gritting the roads during the recent cold spell, the majority of the roads have been gritted and remained clear. The Parish Council agreed, the Clerk was asked to pass this on to the Highways Team.

CHRISTMAS TREE DECORARTION - The Chairman confirmed that the Village Christmas Trees will be decorated on the 11th December at 9am. The decorations will be retrieved form Parsonage Farm House loft before hand.

including provision of new en-suite - 2 Old Farmhouse Close, Shipton


The Parish Council had NO OBJECTIONS to this Planning Application.


CLLR MR T BOWDEN - Reported that one of the street lights in Hedges Close is not working and it looks as though the wire has been broken. The Clerk will report this to Street Lighting.

Cllr Mr Bowden reported that Southern Water will start work on the bore holes in the village on the 7th December 2010. Cllr Mr Bowden stated that Southern Water is at present discharging water into the Bourne from the Sewage Plant.

CLLR MRE D DAVIES - Reported that the River bed through the village has been cleared.

CLLR MR M UDALE - Reported that he had stopped a fly tipping incident out side his property by the MOD Contractors. The Contractors have a garage to store their materials in Shipton and they were asked to use it rather than leave bits of wood with nails in an area where children are present.


The Parish Council have received information from Low Carbon Solar UK on a proposed Solar Park at Parkhouse on land belonging to Snoddington Farm. A public consultation is to be held in the Village Centre on the 14th December 2010 from 3pm - 7pm.

The Parish Council discussed this and felt that they needed more information before making comment. The Clerk was asked to contact Mr Curry to ascertain if he was aware of this proposal and Low Carbon Solar UK for more information and how they proposed to inform the village of this consultation.


The Clerk contacted Mr Curry and he is aware of this proposal the company concerned are a credible supplier of solar energy to the national grid.

Low Carbon Solar UK have confirmed that they are placing adverts in the Local Press and will be putting up posters in the village to advertise the consultation event.
