WELCOME. The Chairman welcomed everyone to the meeting.

DECLARATION OF INTEREST.

There were no declarations of interest recorded.

ELECTION OF CHAIRMAN AND VICE CHAIRMAN.

CHAIRMAN - Cllr Mr D Davies proposed Cllr Miss A Reynolds as Chairman, this was seconded

by Cllr Mrs S Turner. There were no other nominations. All agreed and Cllr Miss

Reynolds was elected Chairman.

VICE CHAIRMAN - Cllr Miss A Reynolds proposed Cllr Mrs G Naish as Vice Chairman, this was

seconded by Cllr Mr D Davies. There were no other nominations. All agreed and

Cllr Mrs G Naish was elected Vice Chairman.

PARISH COUNCILLOR’S RESPONSIBILITIES.

The Chairman suggested that this be discussed at the June Meeting when there will be more time available, everyone agreed.

VILLAGE CENTRE AGM.

The Chairman reported that the Village Centre AGM is to be held on the 18th May in the Village Centre. The Chairman will be attending and asked if any of the other Parish Councillors would be able to make the meeting. The Councillors will check their diaries.

MINUTES OF THE APRIL MEETING.

These will be signed at the June Meeting.

URGENT ITEMS.

GARRISON ANNUAL SWEEP UP - This is due to take place on the 13th May, there have been several areas identified for attention. Litter on the Old Drove Road and a Fridge Freezer on Footpath 17 was added to the list.

Cllr Mr D Davies reported that 6 Battalion have a new Welfare officer, Pete Reynolds.

PLANNING.

TVN.09/00799/FULLN - Erection of porch to front elevation and provision of hard standing -

Old Chapel house, Salisbury Road, Shipton Bellinger.

The Parish Council had NO OBJECTIONS to this Planning Application.

COUNCILLORS REPORTS.

CLLR MRS G NAISH - Reported that there has been a spate of ‘Boy Racers’ revving up and accelerating in the High Street, they may not be breaking the speed limit but are travelling at speed over a short distance. This will be mentioned to the Police.

Cllr Mrs Naish also reported that there is an increase in Fly Tipping in the village, several of the footpaths are being used to dump garden rubbish. This will be reported to Test valley borough Council.

CLLR MR D DAVIES - Reported that there is a lot of debris in the River bed by the bridge in Snoddington Lane. The owner of Snoddington Manor will be contacted as it is on his land.

Cllr Mr Davies reported that the Environment Agency wish to have a stand at the Fete and have contacted the Fete Committee for permission. The parish Council though this excellent news.

VILLAGE SHOP.

It was reported that Dave and Donna have sold the shop and the new tenant has taken over today 11th May 2009.

ALLOTMENTS.

The Chairman, Cllr Mr Bowden and the Clerk met with Jayne Blake, David Sperry and Lynne Dominy to discuss the provision of Allotments in Shipton Bellinger. Hampshire County Council have asked that Shipton Bellinger put forward a Business Plan for them to consider before negotiations on releasing the land can proceed. The Parish Council would hold the lease for the land and sub let it to the Allotment Society. The meeting was a general discussion, several ideas were voiced and no decisions were made. Lynne Dominy will be reporting at the AGM.
