Minutes of the Shipton Bellinger Parish Council meeting held on Monday 12th May 2008 in the Fletcher Room, Village Centre at 7pm.

WELCOME. Cllr Mr Marsh welcomed everyone to the meeting.


Cllr Mrs R Tetlow declared an interest in the Shipton Bellinger Educational Trust.

PARISH COUNCIL VACANCY - The Clerk reported that Mrs Susan Turner has expressed an interest in becoming a Parish Councillor, however Mrs Turner has not yet made any formal approach.


Cllr Mr Richardson had sent an email to all Councillors prior to the meeting suggesting that the election of Chairman and Vice Chairman be postponed until a future date giving prospective applicants time to produce a portfolio describing what skills they can bring to the job, why they want the position and how do they see the Parish Council progressing. Cllr Mr Richardson asked if any of the Parish Councillors agreed with his suggestion.

It was felt that this may well be the way forward in the future but a precedent had been set and the Election of Chairman and Vice Chairman had always been carried out during a short meeting before the AGM. If the Parish Council wanted to change this procedure then it would have to be raised and debated at a Parish Council Meeting and proposed at the AGM.


Cllr Mr D Davies proposed Cllr Miss A Reynolds as Chairman, this was seconded by Cllr Mr P Marsh.

Cllr Mrs R Tetlow proposed Cllr Mrs P Ball as Chairman, this was seconded by Cllr Mr T Bowden.

There were no other nominations.

The Clerk stated that a secret ballot would have to take place and passed round some paper. The result was 4 for Cllr Miss Reynolds, 4 for Cllr Mrs Ball and 1 abstention.


The Clerk stated that as their was a tie the current Chairman had the casting vote. The Chairman said that the person he originally voted for would get his casting vote. The Clerk checked the voting slips and announced that Cllr Miss A Reynolds had been voted Chairman.


Cllr Miss A Reynolds proposed Cllr Mr D Davies for Vice Chairman, this was seconded by Cllr Mr P Marsh.

Cllr Mrs R Tetlow proposed Cllr Mrs P Ball. Cllr Mrs P Ball stated that she did not wish to stand for Vice Chairman.

Cllr Mrs P Ball proposed Cllr Mrs G Naish for Vice Chairman, this was seconded by Cllr Mrs R Tetlow.

Again a secret ballot was held and the results were 4 for Cllr Mr D Davies and 5 for Cllr Mrs G Naish. Cllr Mrs Naish was voted Vice Chairman.


Cllr Mr Marsh had tendered his resignation before the meeting (the Councillors had all received a copy of his resignation letter prior to the meeting) and would stand down as Chairman and leave the Parish Council after his report at the AGM. Cllr Mr Marsh thanked the Parish Council for their support over the years.


TVN.08/00894/FULLN - Erection of two storey rear/side extension to provide dinning room, wc and utility room, with bedroom over, and erection of conservatory to rear -

24 Parkhouse Road, Shipton Bellinger.

The Parish Council had NO OBJECTIONS to this Planning Application.


Cllr Mrs Ball suggested that the Parish Council discuss the proposed Parish Council Administration at a meeting held in camera after the June Meeting. The Parish Council agreed.


The Clerk reported that Cllr Mrs P West had spoken to Highways as the road signs and the Village Green have not yet been done or started. Mr Clarke from Highways has stated that he has not been passed the messages about the road signs and sent someone out on the 9th May to deal with them, unfortunately the engineer did not bring a spanner!

Hampshire County Council are having administration difficulties and the new Highways Contractor has yet to start. The Village Green is high on the list of jobs and may not get done until June now.


Cllr Miss Reynolds reported that she had attended the Army Liaison Meeting at Bulford RMP Conference Room and was surprised that the whole meeting was to do with the Youth problem at Shipton Bellinger. A lot of work is being done with many agencies involved, plans to provide activities for all the youth in the village were discussed and she will give a full report at the June Meeting.

Sue Harper from the Army Welfare Service had hoped to attend the AGM to give a talk on the project but had to attend a School Governors meeting.


Cllr Mrs Tetlow reported that the Old School House Fund has now changed its name to the Shipton Bellinger Education Trust. Cllr Mrs Tetlow will still represent the Parish Council on the Board of Trustees.


Cllr Mr Marsh closed the meeting at 7.25pm. The AGM followed in the main hall.
